Learning Ability Climbing; Changed Nothing

I stayed neutral on personal beliefs for a long time, and had learning ability 100%. Today I bravely changed one belief one notch; change also moved up, as expected. I admired my new learning ability - enough to be fairly certain what it was - and it's gone up 2 points since then. What's going on here?

Eh? Changing ANY belief will move the slider towards change (Unless you're changing to tradition).

I don't know why it'd suddenly go up 2 points, unless intelligence increasing learning ability were to be suddenly implemented. (I think it was planned, anyway.)
