So.. What exactly determines civ level now?

I haven't been able to pin down what it is now, that determines civ levels.
The first 2 weeks our wildlife stayed at lev X, even though we already had a village up, a lot of hearthfires together, and some personal claims with large timber houses nearby.
Now, it has dropped to VII. Our hearthfires aren't cluttered together anymore as they were before, so I guess we can rule those out.

What is it? Paving? Pallisades? Cutting of trees? Or buildings / claims, but with delayed effect?
Anyone got more insights than I do?

i takes some time before the wildlife is affected. I recently moved and at the beginning we were finding lvl 7 to 9 animals, now they are 3 to 5
Learn from the mistakes of others. You won't live long enough to make all of them yourself.

Actually, the first two weeks, the census program was buggy without me noticing it; that's why nothing happened during that time. I did remove the civilization radiated by hearth fires, however, so I think the only thing left are villages, right now.
