Paved tiles do not decay unless they get converted by a growing tree (unusual).

In order to remove them, you need to plant grass on them, which uses the seeds from crops.

I have some paved dirt. I want to put a fence on it. I cant because the paved dirt is there. My question is: does the paved DIRT ever turn back into normal wilderness terrain?

paved means its got a stone floor

there is no "paved dirt" thats called plowing, get your terms correct else nobody can help you due to not knowing what your talking about

also you have to lay stones ("pave") on the plowed ground so you can build a fence on that
