When it show 100%, your character should start walking by himself towards the EXACT 100% spot and a construction signpost will appear. Always have a handy wood block when prospecting, to 'start' the signpost.

From memory, building the mine hole signpost take something like 100 wood blocks.

The percentage is the relative amount of distant that you are from a mine. The higher the percentage, the closer you are. 75% means that there is a mine approximately 250 tiles from your location. When you prospect an area wiith a mine that is around 10 tiles from your location, your character will automatically walk over and start a mine hole construction. It is handy to have a wooden block when this happens.
If you keep focusing on the shadow behind, you will not see the light in front of you.

Being successful isn't just about hard work and succeeding, it is also about picking yourself up when you fail.

If you're standing right on top of the mine spot nothing happens, though, so move a couple of tiles if you prospect and don't get any results.
