Does any stat effect how well someone mines, or the quality of ore? I want to know what I should put points into to be a Miner/Blacksmith ^_^

You really want full industry (on the nature/industry personal belief slider) before you do any mining, other than that, quality of metal is determined by the quality of the ore smelter and coal used to process the ore.

For finished metal work (tools, armor etc) it is dependent on smithing skill as well as the quality of your anvil and smithing hammer.

So to be more specific towards your question, good skills to train are smithing and carpentry (to make higher quality boards to make into coal)
