Bugged directional arrows

I heard that the arrow telling me where my party members are is bugged. Is this true?

Sometimes it'll flip out and direct you somewhere that's patently wrong, yes. It seems to be right most of the time, though. I don't know what causes it to point in the wrong direction.

It's worth noting that right-clicking a party portrait and selecting 'Follow' is always accurate, though.

Right clicking does not come up with the option to follow but it does make me move in a certain direction. So I assume thats the same thing.

That only happens when you are in a boat, but yes then it will automatically follow in the right direction. When you are walking and right click a portrait, you will get several options, one of them is to follow.
