Charterstone?

What groups of players can adapt a charterstone?
I was under the imression anyone could adopt a charterstone for fast travel, but recent testings failed to give some people this option.
What does it take to adopt a charterstone?

Maybe its cuz im new but what do you mean by adoptable. are you saying what does it take for players to make one. And i would assume you have to be Lawspeaker of a village

By adopting, I mean a player walking up to the Charterstone, by rightclicking it getting an option to adopt* the stone, and from then on beeing able to teleport to the stone.

*yeah, I know - circle definition.

I don't know any facts about this either, but I think the stone is probably disabled because the village owning it does not want more people in their area at the moment.

Also is a charterstone the same thing as the village idol? I couldn't find an entry for it on the wiki.
