How can i rise water and soil quality?

All water and soil what i get is q10. How can i raise it? I have only CON and PSY on 10 level.
What stat aor skill i should raise?

You have to find an area with higher Q you can't raise it with your stats.

Real sure. when it comes to water and soil, ther are like invisible pockets of primo soil and water. As well as pockets of lots and lots of clay. it's trial and error. Basically go bout every 50-100 paces and take a sample. yea it's a long process, but everything good is.
