Does builder's skills affect item quality?

Or item quality affects only by materials quaility?

That depends on what you are building, but the short answer is yes.

Your survival skill level affects the quality of the basic tools you make, such as the bone saw and the stone axe.

Your carpentry skill affects the quality of the boards you make, as does the quality of the saw you use. The carpentry skill and the board quality both effect the quality of the herbalists' bench you make.

Raising your farming skill is how you improve the quality of your crops.

Your cooking skill, the quality of the oven and the quality of the materials all affect the quality of the baked goods you make. But survival is what affects the quality of things you roast over a fire.

Your sewing skill contributes to the quality of the items you sew and weave.

And what about Churm, Winepress, Drying Frame? Same?

And how can i recognise quality of buildings, for example herbalist table?

Churn and winepress are affected by carpentry skill. I don't know what affects the drying frame other than the branch q. It might be survival instead of carpentry.

Usually there is no way to tell the quality of things you build. :( Most people test things like the herbalist's bench by putting some q10 product such as grapes on the table to dry, and calculate from that if the quality went up, and how much it went up. But there is no simple and obvious way to test things you build the way you can test things in inventory by picking them up.

Actually, q of built objects (as opposed to crafted) is determined solely by the materials' q.
