how do I read the entries for lastbeat and globtime here?

Lastbeat is the last real time second the server was heard from (in standard Unix time measurement) and is used for crash detection. Globtime is the number of in-game seconds since midnight, first month, year 0.

Am I correct in my interpretation that at globtime 243389562 the current H&H world time is 9/18/07 12:12 AM and the moon is 20% full (and going toward a new moon)?
It seems strange that we would be on year 7 since haven time passes only 3 times as fast as real time.

Actually, seeing how the globtime has been ticking early 2008, I find it odd that we'd only be on year 7. But yes, that would seem to be the correct interpretation (though I didn't check the numbers in detail).

I had thought that the time was reset with each world. I guess that makes sense then.
