Does soil and water quality increase with time, as clay does?

Yes. I believe it recharges over time like clay.

The explanation I heard was that any time a decay hit occurs on a tile that is part of the quality spot it has a chance to go up. This means as higher quality spots cover more area, they will recover faster than lower quality spots.
