How do I make a "rock"

I see large towns with small rocks that have the "Chip Stone" option and can be lifted.

I can't find anything on wiki...nor do any of my kin know, how do I make/find one of these?

You get a fair crapton of them when you dig out a cellar (which requires a pickaxe).

Those rocks are the byproduct of creating a cellar. You have to dig them all out before you can even use the cellar.
