Call of the Hird

Ok I'm a bit confussed.
Recently named a guy to a hirdsman postion in the village, and when I try to summon with "call of the Hird" it tells me my hirdsman is to tierd to travel.
I checked as many threads as i could find and they all say that calling the hird does not effect Weariness and can go beyond Agi range. so what is going on did this change?
I asked him about his weariness he says it is at about 5-10% doers it have to be zero in order to work?
What fate can be worse than to know we have no one but ourselves to blame for our misfortunes!

It got changed to useless. Now the target needs to have enough agi/tw as if he would have teleported himself to the location.

It only works and worked on own village authority.

It's not really hard to fill authority though.

its 25 cha. and buffs count. So you can buff up, become chief then debuff to under 25 and still be chief.
