The hat's quality is LIMITED by the average quality of the four straw combined; quality 10 straw will NEVER result in a hat above quality 10. The hat's quality is AFFECTED by sewing (likely also dexterity); if those values are lower than that of the straw, your hat's quality will be lower.

Do you know the equation of how it is done, because i made a 37 quality hat using 4 Q48pieces with lvl 1 sewing
