Can one character have multiple claims?

Yes, at no extra cost atm(except resources and lp for extending), but we've discussed that and it will hopefully change.
One idea was to multiply the extension cost by the number of claims.

You'll probably want to declaim it eventually, though, since that gives you back the LP invested in the claim.

Is it intentional that the land of the permadead is given to a new character of the same name rather than the (possibly differently named) inheritor?

Actually, no. In actual fact, the intention is that one shouldn't be able to name a character with the same name twice. It might be causing all sorts of problems, seeing how the name uniquely identifies the character. I think I need to fix that. Soon.

Someone's name can be a very important part of who they are and losing one permanently is perhaps enough to make some quit, but with that said, I still kinda support the idea. While it's not always possible, I think most players would be able to think of a new suitable name that's similar enough to the original, when it's required. If all else fails, add II/III/IV etc. to the end. :)

We decided early on that it would be reasonable to have to name new characters new names. I might not be as convinced about that anymore, but at this point at would be extremely hard to change -- even harder if we are to preserve existing character data.

Also, I do agree with shockedfrog that "Loftar II" should be good enough for anyone, if not even better than the alternative. :)
