Does full industry affect mining?

Does it give you a 20 percent chance of getting a full bar instead of ore?

As I told you ingame, let me give you an example.
Person Mines Iron its Succsess chance of being a bar is 50
Person gives person2 the iron ore to smelt, the chance is still 50
Person2 smelts the ore and its iron.

In a longer version,
When you mine a ore tile its succses chance of becoming a bar is determined at that point, no matter who you give it to, if you have full industry, the succsess chance would be higher.

Industry affects the chance that an ore can be smelted into a bar. The chance is determined when the ore is mined. (If somebody with full nature mines ore, it will never turn into a bar, absolutely no matter who smelts it.)

I believe industry also affects the chance of turning a cast iron bar into a wrought iron bar.
