Do I have to down load the game every time?

Basically every time I played the game so far I would do it by clicking the play button up there. Is that how I am suppose to do it? It seems to be downloading the game every time I play. Or does it just look like it downloads it every time?

It only downloads the JNLP file each time; the large files are only re-downloaded on demand.

However, you can use this JNLP file instead, which will put itself into your start menu instead.
