I have some questions about a cheiftan's "Government" ability set. What does...
    Oath of Allegiance
    Rouse the Rabble
Do?

And how do crossroads work?

Oath of Allegiance lets you induct characters as village members (easily tested with a friend).

Don't know about Rouse the Rabble, I believe it is a Hirdsman specific skill.

You build a crossroad, you name it, and then you can pull off an infinite amount of signs connecting to it (Right-click -> Connect) or you can put signs you get from others onto the crossroad to be able to travel the crossroads they connect to.

Rouse the rabble lets you restore the stamina of hirdsmen at the cost of village authority.
