I was walking around and found a mine but someone owns it. Now i can tell that they don't play anymore becouse everything is in ruins and falling apart. How do i take over the land they own becouse it is a waste of a mine.

You can't unless you build a village claim next to it and revoke their privilage. If their personal claim is large then you won't be able to do it. If it's a village claim then just destroy the idol.
