How to make Palisade Walls

My friend has basic mechanics and locks and bolts but only has the option for brick walls and fences.

Wow that's weird. Brick walls should require more skill to build than palisades.
The ones who see things differently.
You can praise them, disagree with them, quote them, disbelieve them, glorify or vilify them. About the only thing you can't do is ignore them.

They still require more work, when you figure they need wrought for the cornerposts, and the gate requires 5 steel : )

Presumably it's rather easy to stack the bricks, so you only need some fool with masonry.
The Palisade, however, I feel would make more sense requiring woodcutting or carpentry. But oh well.
