Does dual-wielding swords give any sort of benefit? Does it make combat less effective for the dual-wielder?

it has no effect, other than making you unable to use a shield

Should roll a number based on your dex vs the enemy agility for a chance to hit twice per attack (for 80% of normal damage per weapon) in my opinion. There's lots of potential for stuff like this, if it's balanced properly. The loss of the shield means having to level unarmed, so it's a pretty fair trade off to me.

Now dual wielding flint lock muskets on the other hand...

Well the first 2 shots would be effective. I'd imagine it would get slightly more difficult once you had to reload.

Yes, I know my way around forums. It wasn't meant so much as a suggestion as it was meant to point out that it's entirely pointless to allow dual wielding if it won't ever be used, and that he can likely look forward to it being useful in the future, with my saying how I'd like to see it done. I wouldn't suggest something so basic no matter what it is, because stuff like dual wielding is pretty "fanboy"ed and will obviously be regularly suggested.
