Call the Thunder Storm? How?

I'm trying to tame a sheep so that I can make gauze from the wool, and I can't find "Call the Thunder Storm" to assign a hotkey to it. What skills do I need/where can it be found?

Call Down the Thunder is a standard move that you gain when you learn Leadership. You can see a basic idea of what all combat moves do, as well as the required skill in the wiki. There's also a combat guide at the top of this forum that gives better descriptions and some strategy.
