Yes you would need to go there physically the first time.
Lawspeaker has priority over a chieftain, Lawspeaker can remove the chieftain or decide on a new one, they are the 'top' of the chain. They are also the only ones who can revoke claims (pretty sure, can I get confirmation that chieftain can't?).
Chieftain can do two things that Lawspeakers can't:
Rouse The Rabble - Skill that gives a stamina-related buff only usable on common villagers, only within village claim
Hirdsmen - The ability to name , summon, and dissolve the hird.

On crossroads:
Anyone (not just villagers, ANYONE) can use any crossroad, it doesn't count as trespassing and no special skill is needed to use (interact) with one. That is you could simply walk up to Constantinople crossroad no matter what village you are in and use it to warp wherever you wish to from there.
Lawspeakers/Chieftains of villages have certain rights others don't:
Ability to obtain a sign from a crossroad (right click -> Connect)
Ability to place a sign on a crossroad (left click sign, right click crossroad -> Connect) ** Further clarification on a few matters further down
Ability to 'Destroy' a sign (next to Travel will appear a 'Destroy' button)
** - Signs are not two ways. If you want someone to be able to travel TO you, you give them one of YOUR signs. If you want to travel TO someone else, you get one of THEIR signs.
A crossroad has a limit of 5 signs.
