Cap on items stats?

Is there a cap on the amount of stats an item can give? And if there is can you tell me where I can find it out

stat bonuses scale with quality, so theoretically there isn't a limit but i'm sure you'll find that there is a limit to the quality of materials you can get and the amount you can raise your stats/skill for crafting those items.

Ah ok, but there's this one time when I had a q57 talisman and when I changed to a q65 one it still didn't change how much it gave

It did, you just didn't notice it.

Shield's do have Q however it isn't referenced in any equation so the quality doesn't matter.

Bear Tooth Talisman (q10): +3 STR, +5 CHA
Bear Tooth Talisman (q57): +7 STR, +11 CHA
Bear Tooth Talisman (q65): +7 STR, +12 CHA

stat bonus = base * sqrt (q/10)

Problem is any time a decimal comes up, it rounds down, so for items like the talismans which give smaller stats, you need more gains in quality to see an improvement in a given stat.
