You have to buy the lawspeaking skill, right click on the village idol, and click on "Become Lawspeaker". Note you cannot do this if you are the chieftan.

Well then honestly I'm not sure. I had the same problem once, where I couldn't become the lawspeaker, so I rebuilt the idol. That may be your only option unless anybody else knows what's up.

You have to take down the old idol first. I'm not sure how much strength it takes but a ram is not really nessecary. My neighbor took it down by herself without a ram.

You can't destroy authority objects unless the authority is under 50k. However any village member should be able to become lawspeaker if there's not currently one. You're certain it didn't make you the lawspeaker when you clicked it? There's not exactly a parade.

The only things that will notably change when you become LS, is that your menu bar gains a new option, 'government', and in your build > constructions menu a new government buildings button will appear as well.
You can also check if it worked, when you rightclick the village idol again.
If you are Lawspeaker, it should give the option 'renounce Lawspeaker' instead of 'become Lawspeaker'.

But indeed, this will not work when you are chieftain.
It is possible, that it will not work when you are Hirdsman either, but I never tested that.

If you are chieftain, there's nothing you can do.. Only the Lawspeaker can appoint a new chieftain, relievin the old CHief of his position.
If this is the case, your only option is to ask another village member, with Lawspeaking skills, to claim the Lawspeaker position.
