Can't Log In on Windows 7

Everytime i want to log in i recive a message in red saying: 'connection refused: connect'. My friend adam suggested i should use a windows batch file named 'Run' to try and solve this. The problem is batch files don't work in Windows 7 not even trying running them as an administator. Help Please : ;)

I play Haven and Hearth on Window 7 Perfectly, check your connection.

Check that the server is actually up when you try to connect, and that you do not have a firewall blocking the connection.
