Question about chieftains and charisma

If you use a Bear Tooth Pendant to get to 25 Charisma (the minimum to be named chieftain), and then your Lawspeaker names you Chieftain, but afterwards you remove the pendant and have less than 25 charisma, will you still be Chieftain?

And is it true that your Charisma affects how much Authority you contribute to the village per LP you make?

1) i think not. worth a try i would say. he could make you chief again and again

2) yes, it is. like a noob does 1auth per 2lp, but 2auth per 1lp if he equipped bear neclage and chief's hat (cant tell you the correct numbers, its just an example)
