You also need a hook, as well as the pole, string, and lure that you already have.
Once you've put them all onto the rod, now you need to find a river or lake that has fish jumping out of it. These are fish nodes; just go to the shore (or if you're in a boat anywhere where fish are jumping), and click Adventure -> Fishing and left click a spot to fish there.
Fishing with a crafted lure can take a while before you catch a fish, but the lure lasts many uses. The alternative is to use bait like earthworms or leeches; these guarantee you'll catch something quickly, but they're consumed with each fish caught. Also of note, different fish are attracted by different things; for example, I recently went fishing with both bait and a lure. The bait (earthworms in this case) only caught me perch; the lure (poppy whatever) caught me brill and roach. Supposedly the quality of all the components also plays into what you catch, but I haven't done any testing on to this.
