How do we find the 'No Hearthfire" criminals without the RoB

In the Worlds that Were, if a criminal left scents around, but had no hearthfire to be summoned to, the perp could be summoned at the Ring of Brodgar and dealt with.

Now that the RoB is no more, how to we find these people? Or is it that they are effectively untouchable when offline, making them perfect griefers?

You can summon them at your own fire if they haven't got one.

you can summon them anywhere, actually, just leftclick the scent and rightclick the ground.
