Someone just teleported on top of me

How does summoning work? Do you teleport to that person or do they get teleported to their hearth fire?

I cannot commit any summonable crimes, so did someone hack or something? They have large swords and slings :o

that's not how summoning works... people are summoned to their hearthfire when offline
