Well I went into a cave, and then prospected, and then a window saying: Prospecting: Bronse: 42% usable. What does this mean?

somewhere, 420 meters away in the cave system (which is all one layer, if it's not in the exact cave you're in it will be in another nearby) there is a mine

Well When I move it dosen't change at all? am I supposed to repeatly prospect or Is it supposed to be like this? Also how do I build it once I have it within one tile of it?

Yes, you'll need to keep using prospecting until you're within 1% of the mine, then when you use prospecting again your little hearthling will run over to the spot and plant a sign. If you don't have a log in your inventory, then the sign will disappear when you leave to get materials to build the mine. Once you've placed the sign and put a material onto it, no one else can prospect for your mine, so it's advisable that you make some way to find your way to the mine again.
