So, if I have Ranging and I find a scent, what do I do next? How do I summon the perpetrator? If I kill him, do I leave a murder scent? (or a battery scent if I just knock him out)?

Locate the hearthfire, hold the scent, and r-click the hearthfire. Use the scent in your inventory and follow the arrow until you find it.

Yes, you do leave scents.

So, if someone steals from me, I can't retaliate against him, because then someone else would kill me for doing so, right? This guy doesn't have a hearth, so I should be able to summon him at the ring of brogdor? What would I click on in this case? Just the ground in the ring?

(Basically, here's my situation: I just got tracking, so I've turned it on, and there's a ton of theft scents on my property and some stuff's missing. The guy doesn't have a hearth, and I don't have many combat skills anyways, but I should in theory be able to defeat him if hes logged out, but obviously I won't do that if someone else is just going to come over and kill me. Are there any suggestions on what I should do?)

But he smashed my partially-built mine. I'm actually not strong enough to kill someone who fights back though, so meh.

Win the public for you. Come with some evidence and a explanation as to why you felt you had to murder this person for what he /she did to you.
Usually this happens after killing though, but in your case it might be wise to do it right here.

Yeah I'm actually pretty carebear -- I don't have weapons or armor, and still get my ass kicked by level 2 foxes. I'm not capable of much by the way of force, so I don't actually intend to fight anyone myself -- if combat weren't unbalanced, I'd ask ten of my friends to come help me while he's logged off, but as it is, meh. I'm probably just gonna move now that we have a town again.

I can identify with you absolutely. I don't track thieves because while I could kill a defenseless thief summoned to the RoB, the same thief could easily have an alt waiting cheerily to pick up the assault clue and summon and kill me. There really is no way to retaliate against people who trash your camp : ( except to hire a ranger who is willing to take on the risk and those boys don't come cheap.

I wish the dev's had a solution for this kind of harassment.
