Mines are relatively easy to find and hold if you know what you're doing and what you're looking for. A good idea is to scout caves -- they're plentiful and often not always explored thoroughly enough to know if they hold a mine or not. Mountain ranges are, more often than not, already taken.

If you're desperate to make keys and can't find a mine, then use ancestral magic. Save up 10 Numen points through sacrifice and you can pray for a nugget of ore, which can then be used to make a key.
