Road Sign:how does it work?

Hi everyone,
I've recently found a road sign(I have it in my backpack)but i can't understand how it works.I know you can get road signs from villages,but I've taken it from a milestone.Does it teleport me to the milestone if I use it?And how to use it?Should I have some skills to make the road sign work?I've already tried to look for it in the wiki but I've only found infos about milestones

You can pick roadsigns from milestones to connect them to each other.
You will not be able to use them for teleportation.
