Fishing for eel

I have been trying to catch eel with no luck. The wiki page has a lot of different information that I have been following but no eels yet.

Can anyone give me some tips on where/when/bait/etc. that works to catch eels?

Fishing, as it currently stands, is pretty inconsistent. If you're looking for a specific type of fish - ESPECIALLY eel - good luck.

I have been trying for quite some time to put a table together of how to catch what, when and I'm not sure if I will be able to tie down all the variables.

Yesterday I was successful for the 1st time to exclusively catch eel, where previously I caught some eel mixed in with other fish. My success was with the following rig and conditions:

Location: River (seems so far there is no difference between lake and river)
Time: From dawn to noon the day after full moon.
Rig: High q (>q100 average) fiber line, metal hook, tin fly

when i started playing h&h I catched really much eels. I was fishing on river, as close to shore as posible, and I used stone lobster or wooden fish ( one of those is the right one for eel)

In my experience, Eels tend to go for Leeches. When I used leeches with my pole, I would get an Eel after every 2nd fish. I never looked at the moon thing, so can't help you there. I only use leeches, so I won't be any help with anything else either.

you are all so lucky....

yesterday i've caught eel for the first time in this world:

Location: River
Time: at night (Waning Gibbous)
Equipment: bone hook, spindly taproot, and rock lobster lure (all q10)

but i've got only one single eel and the rest was roach, brill and pike

(maybe there is a bug with fishing eel?)

This question became urgent for me. Several times in the recent past I cached many fishes but no one eel. But now I need eel. Unfortunately I don't remember which lunar phase it was when I was young and cached many eels on liches.
