I've put a treeplanter's pot in my herbalist table inventory, 4 soil, 1l of water and a seed
it's been around 7 hours and it hasn't sprouted yet.
I've also got max nature.

any reason why it's not sprouting?

Maybe because server was down? What does it say when you hover cursor over it? You need to plant it within 8RL hours, or it will die.

Hmmm, are the progress "pies" advancing at all? If not try to take pots out and back in, or use different table.
