tree orders is not quite safe, would need to be another one or two agents before special agent 1 and 2

You sacrifice for the agency, and after some time (when you become a trusted member), the agency sacrifices for you.

pyramid scheme?

this is fun, if you could possibly make it work (which i doubt, since you have cunningly announced your existence) but... whats the point?

Are you like the Dark Brotherhood or more like the Morag Tong, or the Thieves Guild? (see: Elder scrolls games)

The Agency is going to say more about its job (wait for update). It seems that people do not understand what it was made for.

Dear burgingham,

I have always been admiring people that have so much to say about things they have... so little to say (I mean - they have no idea of). Makers of HnH should add a new curiosity - dreams of that kind of people. Our alts would study their way of thinking years and years till they found out that there is a big whole and nothing in it - no brain, no soul, just a talking nonsenses jaw. :F

Social Engineering. That is all.
He who becomes the slave of habit,
who follows the same routes every day,
who never changes pace,
who does not risk and change the color of his clothes,
who does not speak and does not experience, dies slowly.

This. No mature player is going to betray their village so they can join some "secret" organization they know nothing about. You really have nothing to offer people. You mention the CIA or FBI, but those organizations are part of the US, so people who join the CIA or FBI do so to assist US interests. If Panda or NNN or some other organization were to have spies, that is one thing. But spying without being a part of a larger group is pointless.
