When a character has no hearthfire, but has adopted a charterstone you can summon him there.
These hearthvaults are ridiculous btw, they are basically indestructable. While it is possible in theory that you might set up a ram there it will never ever happen that it can dry. But well, the whole raiding mechanics are too long-winded anyway. We started with walls made of paper in world 2 and since then there has been one fix put on top of the next till we got to the current system which either prevents sieges alltogether or heavily encourages bug abuse as seen in Winterfell lately.
