Summon only works on your claim. that's simple fix for this problem. (for tards - destroy crime hf and summon him on your claim)

What is problem with this raid? There were perpetrators who were griefing and raiding villages around hidden in this town and they died at that point if I'm not mistaken. Don't see any problem with the raid you're mentioning, since it was first "legal" one in w5.
