I don't know if you can or not, but it's a simple solution to the fact that you can't protect your ram with vaults like that. However it also probably introduces 20 more problems than it solves.

Or simply make transporting rams via raft not affect their decay.

i hear you can, but not sure how decay works after carrying it on a raft. has anyone tried it before?
(some people i know were planning to do it once, but then the plan changed and never carried it out.)

I'd say go all out when dealing with vaulted offenders,
if they're out in your area you need to deal with them,
set up a brickwall with a gate against theirs or set one
up and just camp it, chances are the people inside are
no more than stats, unless you find klow's vault you should
be fine with just taking them on, get a few mercenaries
if you dont feel too strong, who knows, it may be
expensive, but... if i were living in your neighborhood
and you knew i was only planning how to kill every member
of each settlement near me, would you sit and wait for
me to get you while you're walking in a swamp looking for
bluebells? would you run? or would you look for ways to kill
me instead?

You people may not realize it but.. they're not always in their
vault, i highly prefer online kills anyway, and you probably
will too =o
