It would be a very bad and hardly a village, but still technically a village as long as at least one law was agreed upon by everyone there and could be enforced by the lawspeaker and the chieftain etc.
I would leave a town where people were allowed to rob or murder each other, though. If I could afford to. In either case, I might have to, anyway.
