I'm not really qualified to comment fully because I only arrived near the start of this war. Also I have to glean information off the forum so I guess that distorts the picture even more.

Anyway, it does seem Pande (or at least whomever was running Pande at the time) does have some culpability regarding Ainran. They have just done what many powerful states have done in the past, they employed murderers and pirates to further thier own interests, in this case regarding the war with NNN. Unfortunately that has made Ainran more powerful and more able to raid and murder in general (be that through equipment, food, loot or just experience).

Pande leaders knew what Ainran stood for, they chose to give them support and materials. Therefore while perhaps making gains in the war, they made the world more dangerous for the rest of us. But then again, I doubt they care!

EDIT: I'm not trying to make judgement over Ainran - in this game raiding is just as much a valid 'profession' as farming.

I actually did pay Ainran. At least Nao and Valten and Vig too when he kinda belonged to the team. Valten and Nao are using my toons till this very day equipped with Pande steel and gold.

I try to make a point calmly, why was there a need to insult and scream?
Also inviting you into Pande (not as a villager but a 'guest' I mean just incase that also causes a misunderstanding), and the war in the first place could in itself be considered a tacit form of support.
