in w3, we started Oedo, Japanese-speakers/learners only village, but that was because our initial leader, yolan, wanted it that way for his japanese lesson or whatever, and told everyone to speak only in Japanese on village chat. (and then later he quit.) that allowed players who dont understand English to join in. he wanted us to gather as many japanese players as possible, no english skills asked. even then, we had aus, american, and korean.
we had 4-5 russian neigbours living on the same island, but a few weeks after we had a bit of friendly conversation with them, they moved away, never wanted to play with us, it seemed. (i still dont know why.)
when w4 was starting though, ex-oedo villagers couldnt join other village because of language barrier.
nobody really want to accept players who cannot communicate in english well enough, you know, for many reasons.
it is not anyone's fault, that is just the way it is. so they either quit or made their own. i started hermitting for my own fun.
genocide in the past can be a reason for some, but not for all.
one jap village i know dont try to be exclusive, always willing to be friends with others, try to communicate in english too, but things dont go too easy and just ends up just sticking each other, never on purpose.
so, i think, the situation is the same, or at least similar for many koreans and russians.
the difference is that some russian players are super-prejudiced and paranoid to believe they were hated by the whole community for being russian, when a few kill them or raid them and take it too serious hearing them speak ill of them. if they actually see it non-biased, they can see that not only russians are murdered and raided and spoken ill of, by pvp loving players for no particular reasons.
