No one likes the RUA/NNNNNNNNNN/AD because they always deny their actions and deny that they are being bad guys.
The Goons (in W3 from my brief interractions with them), were somewhere inbetween Nao, Gato, Klaue, etc. and AD. They did some bad stuff and somewhat denied it, but not as much as AD.
If your going to be bad, be bad. If you are going to be good, be good. Consistency is all that matters.
