This is sandbox game and no holds barred, skills like vandalism, thiefing or tresspasing are to do this, not for decoration.
This game need good and evil, because without this will be boring. Palisade, brickwall and claims you need for defend against enemy, but if you haven't enemy(all are good and fair), you don't need these buildings and game lose attraction.
