I'd like to know anything about this city. I live by it and would like to know if it's inhabited. What SG is it in?

I heard they take noobs into their city and bring them to this make shift brickwalled/milestone shrine. He is told to stand next to a table to join the village. Then their Lawspeaker grabs a soldier's sword and kills the noob, letting blood spill down the entire table and chanting some kind of strange language!

They also make nice tacos.

Of course it's inhabited, it's one of the larger towns in the game.....
