10 perception is enough for WWWs, you just need some more exploration.

I was in the same boat as you, And ive recently found a way out. Farming some items is the way to go, But dont rush into it. I have a nice camp, Some decent items and a wall on the way. I know a powerful neighbour, And its looking good. I bumped up exploration slowly, And let my charachter expand. Now ive hit 13 ( I think ) Exploration and ive got enough WWW to get me going in a strong stride. Study curiosities, Find new things and youl get there. Keep going!

Get your exploration to 10 or 11 and you will be able to see the WWWs

By the way, it's best to sell raw eels, since most people make ring of broadgar's with them.
