Question I have is...is it so hugely ultra rare that someone has JUST gotten one? Or have new curios been added without us knowing it?

Here's my guess:
J&L placed this new curiosity into the game long ago. (Before they started investing all their time into Salem.)
They set it to an extremely rare occurrence rate, maybe .00000000000000000000000001%.
With all their time invested in Salem at the moment, they have not been able to hammer out the details for the new curiosity, and figured since it is so rare nobody would EVER get it so they didn't bother to remove it from the game.
