so 2 q90s would be 4 q40s.

q40 = 2x
q90 = 3x

q90 is NOT 2x q40, it's 1.5x q40.
So a 2:3 ratio is ideal here. You could argue q90 gains the extra .5x by being more efficient, but who would care really.
