From what i understand, he want someone to make him a bear cape with the bear hide that he has. Of course without knowing the quality of the said bear hide, we won't have any idea how to softcap it to 92q. And also he want to oath to be banned if we steal his bear hide though i have no idea what does he mean by 'not to outrightly tell on you.'
